Who We Are
Community Empowerment of Northern Virginia (CENV) is a nonprofit organization founded in 2014 by Jacqueline Phan (Ms. Jackie) in response to growing challenges faced by under served individuals in our region. Witnessing the effects of a struggling school system, limited local resources, and rising unemployment, she was moved to create change.
CENV is dedicated to empowering low-income families, single mothers, and at-risk youth across Northern Virginia. We believe that “when you plant a seed, strong communities will grow.” Through compassionate support and intentional partnerships, we help bridge the gap between those in need and those ready to make a difference.

To date, we’ve supported thousands of families impacted by unexpected life events, underemployment, and systemic barriers to opportunity. These numbers aren’t just statistics; they represent lives transformed, hope renewed, and futures rebuilt.

Since joining the CENV team in 2014, Nnenna has consistently demonstrated her passion for helping others.

Community Empowerment Northern Virginia (CENV) is a non-profit organization that is dedicated to strengthening communities and empowering those in need. Our founder, Ms. Phan, has a background in social work and has worked in the DMV area for two decades, compassionately offering aid to those who need it. She leads a team of dedicated professionals who are committed to helping others by developing skills and providing resources.
